Lift Inspection & Risk Analysis

Want to bring your elevator into compliance? Carry out a periodic inspection? Ensure that your elevator does not endanger your users? Reduce the cost of wear and tear on your elevator installation? In accordance with the Royal Decree of March 9, 2003, Vinçotte (member of Kiwa Group) or another Service Externe de Contrôle Technique (SECT) is required to inspect elevator equipment. Indeed, for the safety of their users, it is essential and mandatory that periodic inspections be carried out.

What you need to know

As a SECT, Vinçotte (member of Kiwa Group) carries out a risk analysis of your elevator. This must be carried out no later than 15 years after the elevator's 1st commissioning, and thereafter for intermediate periods of no more than 15 years, in accordance with the elevator manufacturer's instructions. The elevator manager is responsible for ensuring that the elevator presents no danger to users under foreseeable conditions of use. He is therefore obliged to carry out preventive maintenance and inspections and to make the relevant documentation available to third parties.

Preventive maintenance

In addition to carrying out a risk analysis, the building manager is required to carry out preventive maintenance in accordance with the equipment manufacturer's maintenance rules. In the absence of instructions, maintenance is mandatory at least once a year for private elevators and at least twice a year for other elevators.

Preventive inspections

In addition to a risk analysis, you, as the manager, are required to carry out regular preventive inspections:

  • if the elevator's preventive maintenance is carried out by a certified maintenance company, the elevator must undergo an annual preventive inspection, supplemented by a semi-annual inspection.
  • if the elevator's preventive maintenance is not carried out by a certified maintenance company, the elevator must undergo a preventive inspection every three months.
  • private elevators are subject to an annual preventive inspection.
File accessible to interested parties

You must maintain a file that contains the following elements:

  • reports of risk analyses;
  • documents on modernization programs and their implementation;
  • reports of maintenance carried out in the past 10 years;
  • reports of preventive inspections carried out in the past 10 years;
  • a user manual for both regular and emergency use;
  • maintenance instructions;
  • if applicable, the EC declaration of conformity.

Elevator modernization

Elevators must meet legal standards and, where necessary, be modernized to ensure the required level of safety. It is the owner/manager's responsibility to ensure that this obligation is met.

This process involves several stages:

  • Phase 1: Vinçotte carries out a risk analysis every 15 years.
  • Phase 2: Establishment of a schedule for carrying out the modernization work.
    The modernization company then proposes a range of possible technical solutions to remedy the identified risks. The modernization company mentions the price, advantages and disadvantages of the various proposed solutions.
  • Phase 3: Execution of planned modernization work.
    • For elevators commissioned after April 1, 1984, no later than December 31, 2014.
    • For elevators commissioned between January 1, 1958 and March 31, 1984, no later than December 31, 2016.
    • For elevators commissioned before January 1, 1958, no later than December 31, 2023.
    • For "historic" elevators, no later than December 31, 2027.

The modernization schedule, including an agreement with the modernization company for the execution of the modernization work, must be available by December 31, 2025 at the latest.

  •  Phase 4: Vinçotte to check part (art. 4§2) /all (art. 5§4) of the modernization work.

The manager has the modernization work checked by Vinçotte, which has carried out the risk analysis. Vinçotte issues a regularization certificate to the manager.
