New Regulation Brings Clarity and a Transition Period for Drinking Water Directive in Italy

From 19 July 2025, Italy will enforce Legislative Decree no. 102/2025, introducing key amendments and clarifications to the existing water quality regulation (Decree no. 18/2023).

This update is part of Italy’s implementation of the Drinking Water Directive ( EU Directive 2020/2184), aimed at safeguarding human health by ensuring the safety of materials and products in contact with drinking water. 

One of the most impactful changes lies in Article 10, as amended in Chapter 9 of the new decree. This allows materials and products that were previously certified under Ministerial Decree 174/2004 to remain on the market until: 

  • 31 December 2032, if they comply with the new lead limit of 5 µg/l 
  • 31 December 2030, for non-compliant products still used in specific water infrastructure systems 

This transitional period gives manufacturers and operators time to adapt while maintaining high standards of public health protection. 

Additionally, the decree outlines market surveillance responsibilities, carried out by local health authorities and border health offices (USMAF). Starting 31 December 2026, these bodies will conduct document checks, conformity assessments, and product sampling to verify compliance. 

While the legislation permits self-declaration of conformity, companies opting for voluntary third-party certification, such as that offered by Kiwa according to D.M. 174, can demonstrate verified compliance and minimize the risk of regulatory disputes during inspections.
