Production of steel constructions and steel structures

Since 1 July 2013, Regulation (EU) No. 305/2011 (Construction Products Regulation) has applied to construction products. For the Construction Products Directive 89/106/EEC, the "assessment and verification of constancy of performance" applies now.

For manufacturers of "structural steel and aluminum components and kits" according to EN 1090-1 this means that from 1 July 2013 they may only issue declarations of performance based on Regulation (EU) No. 305/2011. This new procedure ensures that products from current production, whether in individual or serial production, each have the performance characteristics specified in the declaration of performance.

For construction products, Regulation (EU) No 305/2011 (Construction Products Regulation) applies from 1 July 2013.

The certificate of manufacturer's qualification for welding of steel structures according to DIN 18800-7 2008-11 will be replaced by EN 1090-1:2009/A1:2011 from 01 July 2013. To be allowed to issue a declaration of performance and to mark components with a CE mark, the manufacturer's factory production control must be certified according to System 2+ by an independent monitoring and certification body (Notified Body) based on initial inspection and further ongoing monitoring.

Initial testing

The manufacturer proves using an initial test (ITT) that he has the prerequisites to supply load-bearing components and kits in conformity with the standards.

Factory production control (FPC)

The manufacturer must establish, document and maintain a system of FPC to ensure that products placed on the market meet the declared performance characteristics.

Initial inspection

Within the framework of the initial inspection, the surveillance and certification body checks whether the systems set up (FPC) for the standard-conforming manufacture of components and kits still exist.

Ongoing monitoring

Within the scope of the ongoing monitoring, the IC Body ensures that the systems (FPC) set up for the standard-conforming manufacture of components and kits still exist.
